Le 23 septembre 2026, une question cruciale a r\u00e9sonn\u00e9 dans le monde de la recherche et de l\u2019\u00e9laboration des politiques au S\u00e9n\u00e9gal : la participation politique des femmes \u00e9tait en hausse, mais cette repr\u00e9sentation politique accrue se traduisait-elle par une s\u00e9curit\u00e9, des droits et des opportunit\u00e9s accrus pour les femmes et les filles ? Afin d\u2019approfondir cette question cruciale, le Secr\u00e9tariat r\u00e9gional du FAWE, par l\u2019interm\u00e9diaire du Bureau sous-r\u00e9gional du FAWE pour l\u2019Afrique de l\u2019Ouest et l\u2019Afrique centrale (FAWE WASRO), bas\u00e9 au S\u00e9n\u00e9gal, s\u2019est associ\u00e9 \u00e0 l\u2019\u00e9quipe Capstone de l\u2019Elliott School of International Affairs de l\u2019universit\u00e9 George Washington pour mener une \u00e9tude historique intitul\u00e9e \u201c Le foss\u00e9 entre la participation politique des femmes et la s\u00e9curit\u00e9 de genre au S\u00e9n\u00e9gal, de 2010 \u00e0 aujourd\u2019hui \u201d.\u201d<\/p>\n\n\n\n

Analyse des liens entre la repr\u00e9sentation et le changement concret<\/strong><\/p>\n\n\n\n

Cette \u00e9tude a examin\u00e9 les liens entre la participation politique des femmes, leur niveau d\u2019\u00e9ducation et leurs conditions de vie, notamment \u00e0 la suite de l\u2019adoption de la loi s\u00e9n\u00e9galaise de 2010 sur la parit\u00e9 entre les sexes. Elle visait \u00e0 d\u00e9terminer si une repr\u00e9sentation accrue au sein des institutions politiques s\u2019\u00e9tait traduite par des am\u00e9liorations concr\u00e8tes en mati\u00e8re de s\u00e9curit\u00e9, de droits et d\u2019opportunit\u00e9s pour les femmes et les filles \u00e0 travers le pays.<\/p>\n\n\n\n

Cette initiative a marqu\u00e9 une avanc\u00e9e significative dans le domaine du plaidoyer fond\u00e9 sur des donn\u00e9es factuelles. Elle a permis de reconna\u00eetre que, si la repr\u00e9sentation constituait une premi\u00e8re \u00e9tape essentielle, il \u00e9tait tout aussi important de comprendre comment cette repr\u00e9sentation se traduisait par des changements durables. Les conclusions devaient servir de base \u00e0 l\u2019\u00e9laboration de politiques et \u00e0 la mise en \u0153uvre de mesures visant \u00e0 promouvoir les droits, la s\u00e9curit\u00e9, l\u2019\u00e9ducation et le bien-\u00eatre des femmes et des filles, au S\u00e9n\u00e9gal et au-del\u00e0.<\/p>\n\n\n\n

Collecte de donn\u00e9es en cours<\/strong><\/p>\n\n\n\n

La collecte des donn\u00e9es \u00e9tait d\u00e9sormais en cours. Des entretiens individuels et des discussions en groupes de r\u00e9flexion se sont d\u00e9roul\u00e9s jusqu\u2019au vendredi 25 septembre 2026, en associant les parties prenantes et les communaut\u00e9s concern\u00e9es afin de recueillir des exp\u00e9riences et des points de vue vari\u00e9s. Le processus de recherche a \u00e9t\u00e9 con\u00e7u pour \u00eatre inclusif et participatif, afin de garantir que les voix des personnes les plus touch\u00e9es par les d\u00e9cisions politiques soient entendues et prises en compte dans les conclusions.<\/p>\n\n\n\n

Les donn\u00e9es issues de cette \u00e9tude contribueraient \u00e0 renforcer le plaidoyer en faveur de politiques et d\u2019actions visant \u00e0 promouvoir les droits, la s\u00e9curit\u00e9, l\u2019\u00e9ducation et le bien-\u00eatre des femmes et des filles. Elles constitueraient \u00e9galement une ressource pr\u00e9cieuse pour les d\u00e9cideurs politiques, les organisations de la soci\u00e9t\u00e9 civile et les partenaires de d\u00e9veloppement qui \u0153uvrent \u00e0 la promotion de l\u2019\u00e9galit\u00e9 des sexes et de l\u2019autonomisation des femmes au S\u00e9n\u00e9gal et dans toute la r\u00e9gion.<\/p>\n\n\n\n

Le partenariat entre le FAWE et l\u2019Elliott School of International Affairs de l\u2019universit\u00e9 George Washington t\u00e9moignait de son engagement sans faille en faveur d\u2019un plaidoyer rigoureux et fond\u00e9 sur des donn\u00e9es factuelles. En investissant dans des travaux de recherche visant \u00e0 analyser la relation complexe entre la participation politique et la s\u00e9curit\u00e9 des femmes, le FAWE cherchait \u00e0 s\u2019assurer que ses actions de plaidoyer s\u2019appuient sur des donn\u00e9es, s\u2019inspirent d\u2019exp\u00e9riences v\u00e9cues et r\u00e9pondent aux r\u00e9alit\u00e9s des femmes et des filles.<\/p>\n\n\n\n

Car la repr\u00e9sentation \u00e9tait importante. Mais il \u00e9tait encore plus important de comprendre comment cette repr\u00e9sentation se traduisait par un changement durable. \u00c0 travers cette \u00e9tude, le FAWE et ses partenaires esp\u00e9raient contribuer \u00e0 une meilleure compr\u00e9hension des obstacles qui persistaient, des progr\u00e8s r\u00e9alis\u00e9s et des voies susceptibles de mener \u00e0 un avenir plus \u00e9galitaire et plus s\u00fbr pour toutes les femmes et les filles au S\u00e9n\u00e9gal et au-del\u00e0.<\/p>\n\n\n\n
