Cet \u00e9v\u00e9nement m\u00e9morable, en pr\u00e9sence de la ministre d\u2019\u00c9tat ougandaise, l\u2019honorable Phyllis Chemutai, en tant qu\u2019invit\u00e9e d\u2019honneur, a marqu\u00e9 une \u00e9tape importante dans l\u2019effort collectif visant \u00e0 garantir un acc\u00e8s \u00e9quitable \u00e0 l\u2019\u00e9ducation pour les jeunes de tout le pays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La c\u00e9r\u00e9monie a r\u00e9uni des repr\u00e9sentants du Secr\u00e9tariat r\u00e9gional du FAWE, du FAWE Ouganda et d\u2019autres acteurs cl\u00e9s du secteur de l\u2019\u00e9ducation, tous unis par la volont\u00e9 commune de veiller \u00e0 ce qu\u2019aucun jeune ne soit laiss\u00e9 pour compte. Au total, 818 bourses ont \u00e9t\u00e9 attribu\u00e9es \u00e0 des jeunes m\u00e9ritants issus de 65 districts \u00e0 travers l'Ouganda, offrant ainsi une opportunit\u00e9 qui changera leur vie \u00e0 ceux qui s'\u00e9taient vu refuser leur premi\u00e8re chance d'acc\u00e9der \u00e0 l'enseignement sup\u00e9rieur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le partenariat entre la FAWE et la Fondation Mastercard, qui en est d\u00e9sormais \u00e0 sa deuxi\u00e8me phase, constituait l\u2019une des initiatives \u00e9ducatives les plus ambitieuses du continent africain. Le programme s'adressait aux jeunes qui, en raison de circonstances ind\u00e9pendantes de leur volont\u00e9 \u2014 notamment la pauvret\u00e9, les conflits, le handicap et le d\u00e9placement forc\u00e9 \u2014, n'avaient pas acc\u00e8s \u00e0 l'enseignement sup\u00e9rieur. En apportant un soutien complet comprenant les frais de scolarit\u00e9, des allocations et un accompagnement, cette initiative a permis de lever les obstacles qui, depuis toujours, excluaient les jeunes marginalis\u00e9s de l'enseignement sup\u00e9rieur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les b\u00e9n\u00e9ficiaires des bourses devaient s\u2019inscrire aux programmes du Certificat d\u2019acc\u00e8s \u00e0 l\u2019enseignement sup\u00e9rieur (HEAC) et de l\u2019enseignement et de la formation techniques et professionnels (EFTP). Ces parcours ont \u00e9t\u00e9 con\u00e7us non seulement pour faciliter l\u2019acc\u00e8s \u00e0 l\u2019enseignement sup\u00e9rieur, mais aussi pour doter les jeunes des comp\u00e9tences pratiques et adapt\u00e9es au march\u00e9 du travail n\u00e9cessaires \u00e0 l\u2019emploi et \u00e0 des moyens de subsistance durables. Cette initiative s\u2019inscrivait dans l\u2019objectif strat\u00e9gique de la Fondation Mastercard visant \u00e0 permettre \u00e0 30 millions de jeunes, en particulier des femmes, d\u2019acc\u00e9der \u00e0 un emploi digne et \u00e9panouissant d\u2019ici 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">M. Richard Chelagat, directeur des finances et de l'administration, repr\u00e9sentait le Secr\u00e9tariat r\u00e9gional du FAWE lors de la c\u00e9r\u00e9monie. Dans son allocution devant l'assembl\u00e9e, M. Chelagat a soulign\u00e9 l'ampleur et l'importance de ce partenariat, en pr\u00e9cisant que le programme \u00e9tait mis en \u0153uvre dans dix pays \u2014 dont l'Ouganda, le Rwanda, la Zambie, le Malawi, le Ghana, le Lib\u00e9ria, la Tanzanie, le Zimbabwe, l'\u00c9thiopie et le S\u00e9n\u00e9gal \u2014 et qu'il s'adressait \u00e0 10 550 jeunes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c Ce programme vise \u00e0 redonner espoir et \u00e0 ouvrir des perspectives aux jeunes qui, sans que ce soit de leur faute, se sont vu refuser leur premi\u00e8re chance d\u2019acc\u00e9der \u00e0 l\u2019enseignement sup\u00e9rieur \u201d, a d\u00e9clar\u00e9 M. Chelagat. \u201c Gr\u00e2ce \u00e0 ce partenariat, le FAWE et la Fondation Mastercard d\u00e9montrent qu\u2019une seconde chance n\u2019est pas seulement une possibilit\u00e9 : c\u2019est une promesse que nous nous engageons \u00e0 tenir. \u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La pr\u00e9sence de la ministre d\u2019\u00c9tat, Mme Phyllis Chemutai, en tant qu\u2019invit\u00e9e d\u2019honneur, a soulign\u00e9 l\u2019engagement du gouvernement ougandais \u00e0 soutenir les initiatives visant \u00e0 \u00e9largir l\u2019acc\u00e8s \u00e0 l\u2019\u00e9ducation pour les jeunes marginalis\u00e9s. Sa participation a mis en \u00e9vidence l\u2019importance d\u2019une collaboration multipartite pour s\u2019attaquer aux obstacles syst\u00e9miques qui emp\u00eachent les jeunes d\u2019aller \u00e0 l\u2019\u00e9cole.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les 818 bourses remises lors de la c\u00e9r\u00e9monie repr\u00e9sentaient bien plus qu'un simple soutien financier : elles incarnaient l'espoir, la dignit\u00e9 et la possibilit\u00e9 pour ces jeunes de r\u00e9\u00e9crire l'histoire de leur vie. Pour de nombreux b\u00e9n\u00e9ficiaires, cette bourse a \u00e9t\u00e9 la cl\u00e9 qui leur a permis d\u2019ouvrir des portes jusque-l\u00e0 ferm\u00e9es \u00e0 double tour. Le programme HEAC a servi de passerelle vers l\u2019enseignement sup\u00e9rieur, tandis que l\u2019EFTP a permis d\u2019acqu\u00e9rir des comp\u00e9tences pratiques d\u00e9bouchant directement sur des opportunit\u00e9s d\u2019emploi et de cr\u00e9ation d\u2019entreprise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L'action men\u00e9e par FAWE Ouganda dans le cadre de la mise en \u0153uvre de ce programme refl\u00e9tait l'engagement plus large de l'organisation en faveur de l'\u00e9galit\u00e9 entre les sexes et de l'\u00e9ducation inclusive. En ciblant les jeunes marginalis\u00e9s, notamment les jeunes femmes, les r\u00e9fugi\u00e9s et les jeunes en situation de handicap, le programme veillait \u00e0 ce que ceux qui \u00e9taient le plus souvent laiss\u00e9s pour compte b\u00e9n\u00e9ficient du soutien dont ils avaient besoin pour s'\u00e9panouir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c0 l'issue de la c\u00e9r\u00e9monie, un sentiment palpable d'espoir et de d\u00e9termination r\u00e9gnait parmi les laur\u00e9ats, leurs familles et les parties prenantes pr\u00e9sentes. Le partenariat entre le FAWE et la Fondation Mastercard a continu\u00e9 \u00e0 promouvoir un acc\u00e8s \u00e9quitable \u00e0 l\u2019\u00e9ducation, au d\u00e9veloppement des comp\u00e9tences et \u00e0 des opportunit\u00e9s concr\u00e8tes pour les jeunes \u00e0 travers l\u2019Afrique. L\u2019\u00e9v\u00e9nement organis\u00e9 \u00e0 l\u2019Institut p\u00e9trolier d\u2019Ouganda \u00e9tait bien plus qu\u2019une simple c\u00e9r\u00e9monie : il s\u2019agissait d\u2019une affirmation forte selon laquelle, lorsque les organisations, les gouvernements et les communaut\u00e9s s\u2019unissent autour d\u2019une vision commune, un changement transformateur est possible.
