La visite, men\u00e9e dans le cadre de la phase II du programme du FAWE et de la Fondation Mastercard, visait \u00e0 comprendre comment l'Ouganda a con\u00e7u, institutionnalis\u00e9 et mis \u00e0 l'\u00e9chelle une \u201cquatri\u00e8me voie\u201d d'acc\u00e8s \u00e0 l'enseignement sup\u00e9rieur, permettant \u00e0 des jeunes gens comp\u00e9tents qui seraient autrement exclus d'acc\u00e9der et de r\u00e9ussir \u00e0 l'universit\u00e9, en particulier dans les domaines des sciences, de la technologie, de l'ing\u00e9nierie et des math\u00e9matiques (STEM).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La d\u00e9l\u00e9gation zimbabw\u00e9enne \u00e9tait conduite par le Professeur Fanuel Tagwira, Secr\u00e9taire permanent du Minist\u00e8re de l'enseignement sup\u00e9rieur et tertiaire, de l'innovation, des sciences et du d\u00e9veloppement technologique, et rejointe par le Professeur Kuzvinetsa Dzvimbo, Directeur g\u00e9n\u00e9ral du Conseil zimbabw\u00e9en pour l'enseignement sup\u00e9rieur (ZIMCHE). En Ouganda, la d\u00e9l\u00e9gation s'est entretenue avec le Professeur Mary J. N. Okwakol, Directrice ex\u00e9cutive du Conseil national pour l'enseignement sup\u00e9rieur (NCHE Uganda), et son \u00e9quipe, ainsi qu'avec les responsables du FAWE Afrique et du FAWE Ouganda. Etaient \u00e9galement pr\u00e9sents la Directrice ex\u00e9cutive du FAWE Afrique, le Dr Martha Muhwezi, la Directrice ex\u00e9cutive adjointe du FAWE Afrique, Teresa Omondi-Adeitan, la Directrice ex\u00e9cutive du FAWE Zimbabwe, Lydia Madyirapanze, la Pr\u00e9sidente du FAWE Ouganda, Mme Margaret Atom Mugenyi, et la Directrice ex\u00e9cutive, Mme Susan Opok Tumusiime, ainsi que des repr\u00e9sentants de cinq universit\u00e9s zimbabw\u00e9ennes et d'\u00e9quipes techniques cl\u00e9s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dans toute l'Afrique, le d\u00e9fi n'est pas un manque de talents, mais plut\u00f4t des syst\u00e8mes \u00e9ducatifs qui manquent de flexibilit\u00e9 pour les accueillir. La HEAC se pr\u00e9sente comme une solution africaine locale, \u00e9labor\u00e9e gr\u00e2ce \u00e0 l'alignement des politiques, \u00e0 des partenariats universitaires et \u00e0 un soutien acad\u00e9mique cibl\u00e9. Comme l'a soulign\u00e9 le professeur Fanuel Tagwira dans son allocution, \u201caucun \u00e9tudiant qualifi\u00e9 ne devrait \u00eatre laiss\u00e9 pour compte en raison de probl\u00e8mes structurels\u201d. Renfor\u00e7ant la vision nationale du Zimbabwe qui consiste \u00e0 ne laisser personne ni aucun endroit de c\u00f4t\u00e9, il a ajout\u00e9 : \u201cNous devons porter le fardeau des enfants qui n'ont pas les moyens de s'\u00e9duquer.\u201d Le professeur Kuzvinetsa Dzvimbo a soulign\u00e9 le changement plus large n\u00e9cessaire dans l'enseignement sup\u00e9rieur, observant que \u201cdes avanc\u00e9es telles que l'IA remettent d\u00e9j\u00e0 en question les hypoth\u00e8ses fondamentales de nos universit\u00e9s et la fa\u00e7on dont nous pr\u00e9parons les \u00e9tudiants pour l'avenir.\u201d<br><br>La d\u00e9l\u00e9gation comprenait des hauts responsables issus de l'ensemble du secteur de l'enseignement sup\u00e9rieur du Zimbabwe :<br><br>\u2013 Professeur Fanuel Tagwira, secr\u00e9taire permanent au minist\u00e8re de l'Enseignement sup\u00e9rieur et de la Formation continue (chef de d\u00e9l\u00e9gation)<br>\u2013 Professeur Kuzvinetsa P. Dzvimbo, directeur g\u00e9n\u00e9ral de ZIMCHE<br>\u2013 Professeur Regis Chireshe, directeur g\u00e9n\u00e9ral charg\u00e9 de l'assurance qualit\u00e9, ZIMCHE<br>\u2013 Dr Christopher Mandizvidza, directeur du service Enregistrement et accr\u00e9ditation, ZIMCHE<br>\u2013 Dr Tavagwisa Muziri, doyenne de l\u2019Universit\u00e9 des femmes d\u2019Afrique<br>\u2013 Dr Chipo Shonhiwa, doyen de la Facult\u00e9 des sciences de l'Universit\u00e9 des sciences de l'\u00e9ducation de Bindura<br>\u2013 Dr Joyce Ndlovu, doyenne de la Facult\u00e9 des sciences naturelles et des math\u00e9matiques de l'Universit\u00e9 technologique de Chinhoyi<br>\u2013 Dr Action Nechibvute, vice-doyen de l'Universit\u00e9 de technologie de Chinhoyi<br>\u2013 Professeur Lwazi Sibanda, doyen ex\u00e9cutif de l'Universit\u00e9 nationale des sciences et technologies<br>\u2013 Dr Tinashe Zishiri, responsable des inscriptions \u00e0 l'universit\u00e9 d'\u00c9tat des Midlands<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La visite d'\u00e9valuation comparative s'est \u00e9tendue au-del\u00e0 du dialogue politique pour inclure un engagement sur le terrain \u00e0 l'universit\u00e9 de Busitema, l'un des \u00e9tablissements ougandais qui a pilot\u00e9 l'HEAC. Selon le professeur Paul Waako, vice-chancelier de l'universit\u00e9 de Busitema, l'HEAC est \u201cde loin la plus grande innovation dans l'enseignement sup\u00e9rieur en Ouganda\u201d. La d\u00e9l\u00e9gation a examin\u00e9 l'innovation l\u00e0 o\u00f9 elle comptait le plus, en s'engageant directement aupr\u00e8s des professeurs, des syst\u00e8mes administratifs et des \u00e9tudiants dont la vie a \u00e9t\u00e9 transform\u00e9e gr\u00e2ce \u00e0 cette voie. L'engagement a \u00e9t\u00e9 renforc\u00e9 par la pr\u00e9sence de M. Ochira John Lakony, commissaire adjoint charg\u00e9 de l'enseignement universitaire au minist\u00e8re ougandais de l'\u00e9ducation et des sports. Cette visite sur le terrain a permis \u00e0 l'\u00e9quipe zimbabw\u00e9enne de voir comment la politique rencontre la pratique, comment les syst\u00e8mes sont test\u00e9s et affin\u00e9s, et comment l'Afrique peut construire des parcours inclusifs et \u00e9volutifs vers l'enseignement sup\u00e9rieur en apprenant ce qui fonctionne et en l'adaptant \u00e0 diff\u00e9rents contextes. Le FAWE a \u00e9galement c\u00e9l\u00e9br\u00e9 les progr\u00e8s de l'alphab\u00e9tisation en Ouganda, partageant la reconnaissance des niveaux d'alphab\u00e9tisation en progression dans le pays comme un t\u00e9moignage de la puissance de l'action collective et de l'investissement dans l'\u00e9ducation de qualit\u00e9. Le FAWE a r\u00e9affirm\u00e9 que l'alphab\u00e9tisation reste le fondement de l'autonomisation des filles et des femmes, lib\u00e9rant leur potentiel pour diriger et transformer leurs communaut\u00e9s.
