Organis\u00e9e du 2 au 5 juillet 2024 au si\u00e8ge de la Commission de l'Union africaine \u00e0 Addis-Abeba, en \u00c9thiopie, la conf\u00e9rence a mis en \u00e9vidence le besoin urgent de politiques \u00e9ducatives tenant compte du genre et d'un financement accru de l'\u00e9ducation des filles.<\/p>\n<p>Le th\u00e8me de la conf\u00e9rence \u00e9tait \"Donner la priorit\u00e9 \u00e0 l'\u00e9ducation des filles et des femmes\" : Une strat\u00e9gie pour un acc\u00e8s accru \u00e0 un apprentissage inclusif, tout au long de la vie, de qualit\u00e9 et pertinent en Afrique et s'articulait autour de l'ann\u00e9e de l'UA \"\u00c9ducation 2024\".<\/p>\n<p>Organis\u00e9e en collaboration avec les agences des Nations unies, les organes et d\u00e9partements de l'Union africaine, les partenaires du d\u00e9veloppement, les organisations de promotion de l'\u00e9ducation des filles et des femmes, les jeunes champions de l'\u00e9ducation des filles, la conf\u00e9rence a rassembl\u00e9 toutes les voix cl\u00e9s sur l'\u00e9ducation des filles et des femmes sur le continent.<\/p>\n<p><strong><em>Ensemble contre la violence sexiste en milieu scolaire (SRGBV)<\/em><\/strong><\/p>\n<p>Au cours du d\u00e9bat d'ouverture, la Pr\u00e9sidente du Conseil d'administration du FAWE, Mme Aicha Bah Diallo, a soulign\u00e9 l'engagement du FAWE \u00e0 promouvoir l'\u00e9ducation des filles et \u00e0 lutter contre les violences bas\u00e9es sur le genre (VBG) \u00e0 travers le continent. \u2019Le FAWE plaide pour que les nations d\u00e9fendent l'\u00e9ducation des filles et cr\u00e9ent des environnements o\u00f9 les filles peuvent s'\u00e9panouir. La p\u00e9dagogie sensible au genre, mise en \u0153uvre dans 34 pays africains, t\u00e9moigne de cet effort\u201c. Elle a ajout\u00e9 : \u2019La p\u00e9dagogie sensible au genre, mise en \u0153uvre dans 34 pays africains, t\u00e9moigne de cet effort.<\/p>\n<p>Le FAWE <em>Tuseme e<\/em>Le mod\u00e8le d'autonomisation des femmes favorise un dialogue ouvert entre les filles et les gar\u00e7ons sur des questions cruciales telles que le viol et le harc\u00e8lement, afin de les sensibiliser et de prendre des mesures pour les r\u00e9soudre. Mme Diallo a soulign\u00e9 l'importance de l'\u00e9galit\u00e9 des chances, affirmant que ce qui profite aux gar\u00e7ons devrait \u00e9galement profiter aux filles. Elle a insist\u00e9 sur la n\u00e9cessit\u00e9 de mettre en place des plateformes d'alphab\u00e9tisation num\u00e9rique int\u00e9grant la dimension de genre et des syst\u00e8mes de suivi et d'\u00e9valuation solides pour garantir l'efficacit\u00e9 des programmes int\u00e9grant la dimension de genre.<\/p>\n<p>Mme Diallo a ajout\u00e9 qu'en soulignant que le succ\u00e8s de l'\u00e9ducation des filles en Afrique repose sur l'implication de tous et que les \u00e9coles doivent \u00eatre des espaces s\u00fbrs pour faciliter ce succ\u00e8s.<\/p>\n<p><strong><em>Financement de l'\u00e9ducation en Afrique<\/em><\/strong><\/p>\n<p>Lors d'une session en petits groupes dirig\u00e9e par le FAWE et intitul\u00e9e \u2018Financement de l'\u00e9ducation sensible au genre en Afrique : Un agenda strat\u00e9gique pour l'ann\u00e9e de l'\u00e9ducation de l'Union africaine\u2019, les Etats membres de l'UA et leurs partenaires ont \u00e9t\u00e9 encourag\u00e9s \u00e0 collaborer activement pour am\u00e9liorer l'\u00e9ducation des filles en Afrique \u00e0 travers une coop\u00e9ration renforc\u00e9e avec les partenaires techniques et financiers. Les pan\u00e9listes ont soulign\u00e9 la n\u00e9cessit\u00e9 d'int\u00e9grer l'\u00e9quit\u00e9 et l'\u00e9galit\u00e9 entre les sexes dans les budgets et les politiques nationales afin d'assurer la parit\u00e9 entre les sexes dans l'\u00e9ducation.<\/p>\n<p>S'exprimant au cours de la session, la Responsable principale du plaidoyer et des partenariats du FAWE, Catherine Asego, a soulign\u00e9 la n\u00e9cessit\u00e9 d'un engagement politique, de politiques sensibles au genre fond\u00e9es sur des donn\u00e9es, et de l'int\u00e9gration des consid\u00e9rations de genre d\u00e8s le d\u00e9but de la politique. Il faut un cadre politique clair et une r\u00e9vision de la Strat\u00e9gie continentale d'\u00e9ducation pour l'Afrique (CESA) 2016 - 2025, en mettant l'accent sur le financement durable de l'\u00e9ducation et en garantissant les droits humains pour tous, en particulier pour les femmes et les filles.\u2018<\/p>\n<p><strong>Ce groupe a appel\u00e9 les \u00c9tats membres de l'UA \u00e0<\/strong><\/p>\n<ul>\n<li>Augmenter le financement national des programmes bas\u00e9s sur le genre et allouer 15-20% des budgets nationaux \u00e0 l'\u00e9ducation.<\/li>\n<li>S'attaquer \u00e0 la crise de la dette, tout en promouvant la responsabilit\u00e9 budg\u00e9taire et en plaidant en faveur de la d\u00e9colonisation.<\/li>\n<li>Investir dans l'\u00e9ducation \u00e0 tous les niveaux et responsabiliser les jeunes par l'interm\u00e9diaire des OSC<\/li>\n<li>Plaider en faveur d'une \u00e9ducation sexuelle compl\u00e8te, d'un acc\u00e8s aux contraceptifs et de produits d'hygi\u00e8ne menstruelle abordables.<\/li>\n<\/ul>\n<p>Lors de la conf\u00e9rence, la Directrice ex\u00e9cutive du FAWE, Dr. Martha Muhwezi, a soulev\u00e9 des questions cruciales concernant l'\u00e9ducation des filles, en insistant sur la n\u00e9cessit\u00e9 de trouver des solutions imm\u00e9diates et pratiques. Elle a soulign\u00e9 l'importance de l'\u00e9ducation des filles en tant que processus continu depuis le d\u00e9but de leur scolarit\u00e9 jusqu'\u00e0 leur carri\u00e8re.<\/p>\n<p>\u201cL'impact des violences sexuelles et sexistes, des grossesses pr\u00e9coces, des mutilations g\u00e9nitales f\u00e9minines (MGF) et des mariages d'enfants sur les filles les contraint souvent \u00e0 abandonner d\u00e9finitivement l'\u00e9cole, contrairement \u00e0 leurs homologues masculins\u201d.\u201d<\/p>\n<p>Le Dr Muhwezi a rappel\u00e9 le r\u00f4le central des enseignants dans la cha\u00eene \u00e9ducative, \u00e9tant donn\u00e9 le temps qu'ils passent avec les enfants \u00e0 l'\u00e9cole. Elle a critiqu\u00e9 le traitement actuel des enseignants ayant commis des viols, soulignant que le fait de les transf\u00e9rer plut\u00f4t que de les poursuivre emp\u00eachait d'apporter un soutien aux filles affect\u00e9es. Elle a \u00e9galement soulign\u00e9 l'insuffisance des d\u00e9penses publiques consacr\u00e9es \u00e0 l'\u00e9ducation, avec moins de 20% de fonds publics allou\u00e9s par la plupart des pays africains, et a appel\u00e9 \u00e0 un changement significatif dans ce domaine.<\/p>\n<p><strong><em>Former l'avenir de l'Afrique<\/em><\/strong><\/p>\n<p>Martha Muhwezi a soulign\u00e9 que le FAWE a reconnu la pr\u00e9dominance masculine dans l'enseignement et la formation techniques et professionnels (EFTP) et a \u00e9t\u00e9 un fervent d\u00e9fenseur de l'\u00e9quit\u00e9 entre les sexes dans ce secteur. Au cours des 20 derni\u00e8res ann\u00e9es, le FAWE a travaill\u00e9 sans rel\u00e2che pour changer la donne et faciliter l'acc\u00e8s des filles et des femmes aux programmes d'EFTP.<\/p>\n<p>Elle a not\u00e9 que la plupart des institutions d'EFTP offraient des cours de STEM, ce qui d\u00e9courageait souvent les filles en raison de la pression soci\u00e9tale qui les poussait \u00e0 poursuivre des sujets f\u00e9minins traditionnels tels que l'enseignement et la coiffure, et peu d'entre elles s'aventuraient dans des domaines tels que la plomberie ou l'ing\u00e9nierie. Au fil des ans, le FAWE a activement d\u00e9fendu la participation des filles dans les STEM, en d\u00e9truisant les mythes et les st\u00e9r\u00e9otypes. .<\/p>\n<p>Le Dr Muhwezi a en outre soulign\u00e9 l'importance pour les \u00e9ducateurs d'insister d\u00e8s le d\u00e9but sur le fait que les cours de STEM \u00e9taient accessibles \u00e0 tous. En 2005, le FAWE a introduit son mod\u00e8le de p\u00e9dagogie sensible au genre, visant \u00e0 doter les enseignants des comp\u00e9tences requises pour r\u00e9pondre aux besoins \u00e9ducatifs uniques des gar\u00e7ons et des filles. Le mod\u00e8le a d'abord \u00e9t\u00e9 introduit au niveau de l'enseignement secondaire, puis \u00e9tendu au d\u00e9veloppement de la petite enfance, et maintenant aux \u00e9tablissements d'enseignement sup\u00e9rieur et de formation.<\/p>\n<p>\u201cLes institutions d'EFTP jouent un r\u00f4le crucial dans l'am\u00e9lioration des comp\u00e9tences des jeunes et les partenariats \u00e0 long terme sont importants pour obtenir des changements significatifs. En tant que FAWE, nous nous sommes associ\u00e9s \u00e0 la Fondation Mastercard dans le cadre d'une nouvelle initiative qui permettra \u00e0 environ 10 000 jeunes de s'inscrire dans des \u00e9tablissements d'enseignement et de formation techniques et professionnels dans 10 pays africains.\u201d<\/p>\n<p>Les programmes du FAWE d\u00e9montrent que les filles peuvent exceller dans les sciences tout comme les gar\u00e7ons. Ils forment et responsabilisent les enseignants afin d'encourager les filles de toute l'Afrique \u00e0 suivre des cours de sciences et offrent des bourses aux filles brillantes qui ne peuvent pas se permettre de suivre les cours de leurs r\u00eaves.<\/p>\n<p>Parmi les recommandations cl\u00e9s pr\u00e9sent\u00e9es \u00e0 la fin de la conf\u00e9rence, figure l'appel lanc\u00e9 aux \u00c9tats membres de l'UA, aux partenaires de d\u00e9veloppement et aux acteurs pour qu'ils reconnaissent les obstacles crois\u00e9s auxquels sont confront\u00e9es les adolescentes. Il s'agit notamment de celles issues des communaut\u00e9s autochtones, de celles vivant dans les zones rurales, des r\u00e9fugi\u00e9es, des filles vivant avec un handicap et des femmes enceintes ou jeunes m\u00e8res.
