{"id":54953,"date":"2024-08-22T21:44:50","date_gmt":"2024-08-22T18:44:50","guid":{"rendered":"https:\/\/fawe.org\/?p=54953"},"modified":"2024-08-22T21:44:50","modified_gmt":"2024-08-22T18:44:50","slug":"civil-society-organizations-in-the-gambia-prevail","status":"publish","type":"post","link":"http:\/\/fawe.org\/fr\/civil-society-organizations-in-the-gambia-prevail\/","title":{"rendered":"Les organisations de la soci\u00e9t\u00e9 civile en Gambie l'emportent"},"content":{"rendered":"<p><strong>Par Yadicon Njie-Eribo, Coordinatrice de l'Antenne nationale, FAWE Gambie<\/strong><\/p>\n<p>En Gambie, 8 filles sur 10 subissent des mutilations g\u00e9nitales f\u00e9minines (MGF), et tout au long de leur vie, ce rite les affecte de multiples fa\u00e7ons. Elles \u00e9prouvent beaucoup de douleur et de difficult\u00e9s \u00e0 s'\u00e9panouir sur le plan personnel, \u00e0 exercer leurs droits en mati\u00e8re de procr\u00e9ation et \u00e0 vivre toute leur vie dans la douleur et la souffrance. Advocates s'est engag\u00e9 dans un travail de plaidoyer depuis d\u00e9but 1995, afin de mettre fin et de d\u00e9courager l'excision et les mutilations g\u00e9nitales f\u00e9minines en Gambie.<\/p>\n<p>Enfin, en 2015, le gouvernement de la R\u00e9publique de Gambie a adopt\u00e9 la Women's Amendment Act 2015, qui interdit l'E\/MGF. Les articles 32A et 32B de la loi criminalisent et pr\u00e9voient des peines pour l'ex\u00e9cution, l'obtention, l'aide et la complicit\u00e9 dans la pratique des MGF\/E prot\u00e9geant les femmes et les filles.<br \/>\nToutefois, depuis l'adoption de la loi en 2015, des poursuites ont \u00e9t\u00e9 engag\u00e9es contre une femme de la r\u00e9gion de l'Upper River, une grand-m\u00e8re qui a pratiqu\u00e9 des mutilations g\u00e9nitales f\u00e9minines sur son petit-fils, un b\u00e9b\u00e9, et l'enfant est mort au cours de l'op\u00e9ration, mais l'affaire n'a jamais \u00e9t\u00e9 men\u00e9e \u00e0 son terme.<\/p>\n<p>En 2023, trois femmes de la r\u00e9gion du fleuve central (CRR) qui pratiquaient des mutilations g\u00e9nitales sur dix adolescentes ont \u00e9t\u00e9 arr\u00eat\u00e9es, puis condamn\u00e9es \u00e0 une amende de 15 000 D ($200) par le tribunal de premi\u00e8re instance de Kaur\/Kuntaur.<\/p>\n<p>En 2024, une proposition de loi a \u00e9t\u00e9 d\u00e9pos\u00e9e au Parlement en vue d'abroger les articles 32A et 32B de la loi de 2015 portant modification de la loi sur les femmes, qui concerne l'interdiction des mutilations g\u00e9nitales f\u00e9minines en Gambie, au nom des droits religieux des femmes musulmanes.<\/p>\n<p>La communaut\u00e9 des OSC, pr\u00e9occup\u00e9e par le fait que les progr\u00e8s r\u00e9alis\u00e9s au cours des neuf derni\u00e8res ann\u00e9es en mati\u00e8re de MGF \u00e9taient menac\u00e9s, s'est imm\u00e9diatement mise au travail. Sans rel\u00e2che, la communaut\u00e9 des OSC a tout d'abord mis en place des strat\u00e9gies pour faire face au maintien de l'interdiction \u00e0 court terme. Avec le soutien de nos partenaires de d\u00e9veloppement en Gambie et sous la direction de TANGO, l'organisation fa\u00eeti\u00e8re des OSC, une coalition d'OSC a \u00e9t\u00e9 form\u00e9e.<\/p>\n<p>L'OSC a men\u00e9 des actions de plaidoyer individuelles aupr\u00e8s des parlementaires pour les informer des effets n\u00e9fastes de l'E\/MGF sur les femmes et les filles. Des sensibilisations communautaires ont \u00e9t\u00e9 organis\u00e9es dans les r\u00e9gions et les municipalit\u00e9s pour informer la population du projet de loi qui mena\u00e7ait la sant\u00e9 des femmes et des filles, et pour encourager les m\u00e9decins et les infirmi\u00e8res \u00e0 venir raconter les pr\u00e9judices et les probl\u00e8mes qu'ils rencontrent dans les h\u00f4pitaux, la douleur et la souffrance des filles qui ont perdu la vie \u00e0 cause d'h\u00e9morragies et d'infections, et des femmes qui ont perdu la vie en donnant la vie. Les chefs religieux des communaut\u00e9s chr\u00e9tiennes et musulmanes ont \u00e9galement \u00e9t\u00e9 impliqu\u00e9s et certains se sont joints \u00e0 notre action de plaidoyer.<\/p>\n<p>Un voyage d'\u00e9tude au Caire, en \u00c9gypte, dont la culture est similaire \u00e0 celle de la Gambie, a \u00e9t\u00e9 organis\u00e9 pour les parlementaires et les membres des OSC afin d'apprendre des \u00c9gyptiens pourquoi et comment ils ont interdit l'E\/MGF et l'ont \u00e9rig\u00e9e en infraction p\u00e9nale.<\/p>\n<p>Nous avons parl\u00e9 \u00e0 tous ceux qui nous \u00e9coutaient, hommes, femmes et enfants.  Nous avons \u00e9crit des lettres, des articles de journaux, nous sommes pass\u00e9s \u00e0 la radio, \u00e0 la t\u00e9l\u00e9vision, dans les m\u00e9dias sociaux, et nous avons tenu des r\u00e9unions de coordination hebdomadaires sans faillir, tout en continuant \u00e0 effectuer nos t\u00e2ches habituelles, le sommeil et le repos ne faisant pas partie de notre programme. Le soutien moral des nombreux amis qui \u00e9taient \u00e0 nos c\u00f4t\u00e9s nous a aid\u00e9s \u00e0 tenir le coup et nous avons pu nous lever chaque matin et continuer \u00e0 avancer.<\/p>\n<p>Le 15 juillet 2024, la motion a \u00e9t\u00e9 pr\u00e9sent\u00e9e au Parlement et les parlementaires ont vot\u00e9 et la motion a \u00e9t\u00e9 rejet\u00e9e par 34 voix contre 17, maintenant l'interdiction de l'E\/MGF en Gambie.
